What's behind the frequent visits of Western ministers?

      Chinese officials are busy now hosting Western diplomats in China, including the Canadian Environment Minister and the U.S. Commerce Secretary, to be followed quickly by the British Foreign Secretary. What do these high-level visits tell us? What has been the outcome of these talks? And could it be a sign of progress in relations between China and the West, which have been on a steady decline for the past few years?
